Terms of reference: To review and report on the suite of State-specific Migration Mechanisms and the extent to which these meet the needs of State and Territory governments for skilled and business migrants with particular reference to: The adequacy of consultations with States/Territories on the mechanisms that have been developed ; The level to which State and Territory Governments have utilised these mechanisms ; Steps that might be taken to increase take-up ; and Other mechanisms that might be developed.
